Investment options:

Government contribution: One-time non-refundable payment to the Government of Malta. Standard tier €28,000 for the property purchase route, €58,000 for the qualifying rental route. Paid in two parts: €10,000 with the application, balance on approval.

The receiving NGO must be on the official register maintained by the Commissioner for Voluntary Organisations. Paid before residence card issuance.

Administrative fee: €40,000 per application paid to Residency Malta Agency. €10,000 due with the initial submission as a non-refundable deposit, €30,000 due on in-principle approval. Covers application processing, document review, and approval issuance for the principal applicant.

Due diligence fees: €5,000 for the principal applicant. Reduced fees for the spouse, adult children, and dependent parents or grandparents (typically €1,000 to €5,000 per additional dependent based on age and family role). Fees are non-refundable regardless of application outcome.

Investment Routes

The Malta Permanent Residence Program (MPRP) is the EU's most flexible residence-by-investment pathway and Malta's surviving investor route following the April 2025 closure of its citizenship program. Approved investors receive a five-year Maltese residence card valid across the 27-member Schengen Area, with no minimum-stay requirement and family inclusion across three generations. The program operates under Subsidiary Legislation 217.26 and is administered by the Residency Malta Agency, the government authority dedicated to investor residency. Total investment starts at €350,000 (purchase route) or €58,000 government contribution plus qualifying long-term rental. Standard approval timelines run 4 to 6 months from complete submission to in-principle approval, with the residence card issued shortly thereafter.

The program offers two investment routes. Purchase route: €28,000 government contribution, qualifying property purchase from €350,000 (central or northern Malta) or €300,000 (southern Malta or Gozo), plus a €2,000 NGO donation. Rental route: €58,000 government contribution, qualifying long-term lease from €12,000 per year (central or north) or €10,000 per year (south or Gozo), plus the same €2,000 NGO donation. Both routes carry a 5-year hold on the qualifying property, a €40,000 administrative fee (€10,000 with submission, €30,000 on approval), and due-diligence costs of €5,000 for the main applicant and €1,000 to €5,000 per dependent. Eligibility requires a minimum net worth of €500,000 with at least €150,000 in financial assets. Family inclusion is the most generous in Europe: principal applicant, spouse, dependent children of any age, dependent parents, and dependent grandparents on either side combine into one application. The Maltese residence card renews indefinitely subject to ongoing property and contribution compliance, with no minimum-stay obligation.
