Malta Permanent Residence Program
Government contribution: One-time non-refundable payment to the Government of Malta. Standard tier €28,000 for the property purchase route, €58,000 for the qualifying rental route. Paid in two parts: €10,000 with the application, balance on approval.
Property purchase route: Minimum €350,000 in central and northern Malta, or €300,000 in South Malta or Gozo. Property must be held for at least 5 years post-approval. Buyers cover standard Maltese property acquisition costs separately, including notarial fees, registry fees, and applicable stamp duty.
Property rental route: Minimum annual rent €12,000 in central and northern Malta, €10,000 in South Malta or Gozo. Lease must be maintained for at least 5 years and registered with the Housing Authority. Renters cannot also use the property purchase route within the same application.
Registered NGO donation: €2,000 donation to a Maltese registered philanthropic, cultural, sporting, scientific, animal welfare, or artistic organization. The receiving NGO must be on the official register maintained by the Commissioner for Voluntary Organisations. Paid before residence card issuance.
Administrative fee: €40,000 per application paid to Residency Malta Agency. €10,000 due with the initial submission as a non-refundable deposit, €30,000 due on in-principle approval. Covers application processing, document review, and approval issuance for the principal applicant.
Due diligence fees: €5,000 for the principal applicant. Reduced fees for the spouse, adult children, and dependent parents or grandparents (typically €1,000 to €5,000 per additional dependent based on age and family role). Fees are non-refundable regardless of application outcome.
